I am going to be making duck calls and need to purchase a jig or bit that will allow me to cut an o-ring groove inside the barrel of a duck call so that the pieces will fit air tight without exerting excessive force on the barrel. Any suggestions on what to use or what to do for this?

Cutting an *inside* groove is next to impossible! There are special funny tools that can reach inside but you'll need a special jig. This is an "impossible" spot for an O ring as a ring contracts instead of expanding.
Much simpler to put a groove around the *outside* of the inner piece. The O ring will then slip into place and form a tight, but movable seal.
