My father used to make them for Bloomingdales in NY.
Basically he took a panel raising bit and cut that profile on both edges of two pieces. Then he ripped one of the pieces in half. This gave him to two outer edges and the unripped piece was the center. This gives you two rows of glass storage.
He bevelled some stock on both sides and use them to cross the glass holders. These were spaced about 3" apart and held the bottles.
The whole thing was attached to a piece of 1x4 that was in turn attached to the wall.
